The OECD report, the ‘Mission-driven Top Sectors and Innovation Policy (MTIP)’ of The Netherlands are set out. It is considered as one of the most ambitious mission-oriented strategic frameworks as it aims to systematically structure the interactions between two main axes of collective action: economic sectors and societal missions. Sectoral organizations (the Top Sectors), led by business firms, collaborate to develop strategic agendas that include tasks to address societal challenges.
The Dutch MTIP focuses on 25 missions across four societal themes. Under this framework, some of the nine Top Sectors collaborate to develop strategic agendas in each of the four societal themes, involving business firms and a wide array of stakeholders. Two additional schedules are developed for horizontal themes (key technologies; valorization of knowledge). These strategic agendas contain action roadmaps and include concrete Multi-year mission-driven innovation programs (MMIPs) for each of the 25 missions. Each MMIP sets out what is needed to achieve the tasks: the required research and innovation activities over time, the respective contributions of the different partners, the required financial resources and mobilized policy instruments, etc.
The policy has a 3-layer governance framework at the level of the overall policy within each Top Sector and for each of the societal themes. The Dutch MTIP involves a strong engagement of all partners, not least the private companies. The 4- year Knowledge and Innovation Covenants (KICs) are the agreement in which all partners confirm their intended commitment for the implementation of the policy. The Dutch KIC 2020-2023 includes commitment indications for a total value of €4.9 billion each year during the first two years of the period and €2.05 billion of which will come from private sources.
According to this study, EU-28 countries with the most advanced practices of holistic evaluation are among those at the forefront of mission-oriented policies, such as Austria, Finland, Germany, Ireland, The Netherlands, and Sweden.
