DECISIONS OF SUPERVISORY BODIES MIGHT BE APPEALED ELECTRONICALLY

The Ministry of Economic Development anticipates an experiment on pre-trial appeal of decisions of control (supervisory) bodies and actions of their officials. It will be possible to file a complaint through the personal account of the Unified portal of public services. The experiment will run from July 10, 2020 to June 30, 2021.

The following types of federal state control (supervision) are involved:

• fire supervision;
• quality control and safety of medical activities;
• supervision of drug circulation;
• control over the circulation of medical devices;
• industrial safety supervision;
• energy supervision;
• safety supervision of hydraulic structures.

As part of the experiment, it will be possible to appeal their resolutions on the appointment of a scheduled or unscheduled audit, orders to rectify violations, and measures to prevent or stop certain types of harm (as determined by para 2 of Art. 17 of the Law On the Protection of the Rights of Legal entities and Individual Entrepreneurs).

Legal entities will have to sign their complaints with an encrypted digital signature.
