DIGITALIZATION OF LICENCES AND PERMITS: THE LAUNCH OF THE EPERMIT SYSTEM

On July 05, 2024, the Government of Ukraine adopted a decision to commence an experimental project introducing the Unified State Electronic System of Permit Documents (ePermit/eDozvil). By the end of July, it has become possible to submit documents, including a labour protection declaration, through this system. In September, a service for obtaining a licence for veterinary activities will be made available. Other services are planned to be launched from October 2024. 

General Expectations from ePermit:

  • Simplification for Businesses: Licences and permits will be available in electronic form, easing the administrative burden;
  • Reduction of Corruption Risks and Bureaucracy: The online nature of the system helps to minimise corruption Submission of documents online;
  • Online Document Submission: Applicants can submit all necessary documents online;
  • Comprehensive Administrative Services: Users can renew or cancel licences, monitor the progress of document processing, pay for services, and file complaints;
  • Convenience and Transparency.

Benefits for Business Entities:

  • Applications and relevant documents for obtaining, restoring, suspending, or cancelling licences can be submitted electronically;
  • Changes in documents and information can be updated through the system;
  • Declarations of compliance with labour protection legislation can be created and submitted;
  • Users will receive information about the status or results of their document submissions;
  • Administrative services can be paid for online;
  • Actions or inactions of the licensing body can be contested if they violate licensing legislation;
  • No need to provide documents already contained in systems with which ePermit interacts.

How Does ePermit Work?

  • Applications and relevant documents are automatically checked according to a special algorithm.
  • The system determines the level of risk and selects the appropriate registration procedure.
  •  For low-risk determinations, registration is automatic.
  • If state body representatives are required to check the information, a decision on issuing a licence must be made within 10 days.

Types of Permits in the First Stage of the Experimental Project:

  • a license for conducting economic activity in the field of tour operator activity; 
  • a license for conducting economic activity in veterinary practice;
  • a license for carrying out business activities related to the circulation of narcotic drugs, psychotropic substances and precursors; 
  • a license for conducting educational activities at the preschool level;
  • declaration of compliance of the material and technical base with labour protection legislation requirements.

The ePermit system represents a significant step towards modernising the administrative processes and legal system in Ukraine, promising greater efficiency, transparency, and reduced bureaucratic obstacles for businesses.
