ELECTRONIC SIGNATURES WILL BECOME EASIER FOR USE AND SAFER

The amended Law on Electronic Signatures will allow the use of one single qualified certificate of an electronic signature verification key for working with different portals. Now users are reduced to use different qualified certificates when working with different systems (platforms). Each of them has its own requirements as to the content of the certificate, confirming that the key belongs to a specific person. Starting from July, any restrictions would be possible only if provided for by the Law on Electronic Signatures.

Besides, requirements for certification centers will be more stringent. Their maximum accreditation period will be 3 years instead of 5. To obtain accreditation, entities will need to have at least 1 billion rubles of share capital. Should a center have its previous accreditation terminated ahead of schedule, it would not be entitled to apply for a new one.

In addition, in 2021, a new type of organization will appear: trusted third parties. Such institutes, will be, in particular, entitled to confirm the validity of electronic signatures on documents or to check the credentials of electronic interaction participants.
