Russian antitrust authority FAS, found anticompetitive agreements during 437 public auctions for the supply of medicines, medical devices, food products and for the provision of services for transportation of medicines for the needs of the Ministry of Health of the Russian Federation.
FAS conducted remote analysis of bidding by using "Big Digital Cat" software to detect and proved the collusion. The software has been used since 2018, in the basis of the procurement information system and other data sources: mass media, e-trading sites, open information sources to detect collusion.
The software helped FAS to unveil that the undertakings agreed to maintain prices at auctions held by the medical center, gave appearance of competition, allowing the maximum cost of the contract to be reduced by no more than 0.5%. FAS fined the relevant undertakings and submitted the file to the Court for criminal proceedings. (FAS – 22.05.2020)
