The Senate has approved the Temporary Corona Law. A large majority of the senate supports the law, including the amendments made by the Lower House. The temporary law will replace the current emergency regulations and will initially apply for three months.
With the Temporary Corona Law, the Minister of Health, Welfare and Sport, the Minister of Justice & Security and the Minister of the Interior and Kingdom Relations are responding to the desire to give the corona measures a structural legal basis. The emergency regulations are intended for an acute crisis of limited duration and a Covid 19 crisis has been around for some time now. The cabinet is not given any new or different powers under the temporary law. However, the law does offer more control options for parliament.
On the basis of the law, parliament is involved in a timely manner in concrete measures that the cabinet wants to use to combat the corona crisis. The House of Representatives and the Senate will shortly receive the ministerial regulations on the masking obligation and the measures currently included in the emergency ordinance. The roadmap, the overview indicating which measures belong to the four risk levels (vigilant, worrying, serious and very serious), is also translated into a regulation. Both Houses have the opportunity to debate the regulations and the House of Representatives can also vote on them.
If necessary, the Temporary Corona Law can be extended by three months at a time. It is also possible that the law will be withdrawn prematurely, as soon as it is no longer necessary. Parliament is involved in such decisions.
