THE CABINET OF MINISTERS OF UKRAINE APPROVED A MEMORANDUM ON REDUCING THE "GREEN" TARIFF

On June 10, the Cabinet of Ministers of Ukraine signed the "Memorandum of Understanding on the settlement of problematic issues in the field of renewable energy". This was reported by the press service of the Cabinet of Ministers.

As of today, the document was signed by Prime Minister Denis Shmygal, acting Minister of Energy Olga Buslavets, representatives of the European-Ukrainian Energy Agency (EUEA) and the Ukrainian Wind Energy Association (UWEA).

According to the prime minister, the government hopes that after the first two associations of "green" energy, other investors and manufacturers will join the signing of the document.

According to the text of the memorandum, the terms of the “green” tariff restructuring provide for its reduction by 15% for with a capacity of 1 MW and above, put into operation from July 1, 2015 to December 31, 2019. For SPP up to 1 MW put into operation during the specified period, the reduction will be 10%.

In turn, for wind farms (launched from July 1, 2015 to December 31, 2019), which consist of wind turbines with a unit installed capacity of 2,000 kW or more, the tariff reduction will be 7.5%.

For SPPs and wind farms commissioned since January 1, 2020, the tariff will decrease by 2.5%, since it has already been reduced from the beginning of the year.

The restructuring of the "green tariff", according to the text of the memorandum, does not provide for the extension of the support period after 2030.

In addition, from January 1, 2021, electricity producers from renewable energy sources will bear financial responsibility for production imbalances in the amount of 50%, from January 1, 2022 - 100%.

According to the document, until December 31, 2029, financial liability for manufacturers will occur if forecasting errors are exceeded by more than 5% for solar power plants (SPP) and 10% for wind (wind farms).

Among the conditions included in the memorandum is the termination after July 31, 2020 of the commissioning of new facilities under the existing support system for "green" generation.

These tariff changes will be provided for by the relevant law and, accordingly, will come into force after its entry into force.

For their part, the authorities undertake to take measures to ensure timely current payments to the Guaranteed Buyer State Enterprise and to pay off existing debts to renewable energy producers that have accepted the restructuring conditions.
