THE GOVERNMENT ADOPTED A PROCEDURE FOR ISSUING VOUCHERS AS REFUND FOR CANCELED FLIGHTS

The relevant government decree determines the procedure for returning the carriage charge for tickets in exceptional cases, e.g. regime of high alert or emergency situations.

The document covers transport contracts effective from February 1 - for transportation to/from China, and from March 18 - for all domestic and international flights. Contracts are to be concluded before May 1. The regulation does not cover charter transport.

The decree contemplates in detail the steps to return money for tickets. In particular, the carrier should accept from the passenger the previously paid amount as consideration for a new flight within 3 years from the date of departure of the canceled flight, which is essentially a voucher. It can also be used to pay for additional services of the carrier.

If the voucher is not used within 3 years from the date of departure of the canceled flight, the airline will return the money at the request of the passenger. This amount will be subject to compensatory interest for the retention of funds.
