UKRAINE: NEW INFRASTRUCTURE OPPORTUNUTIES IN 2021

During the previous week, the government officials of Ukraine have announced the plans for the implementation of large infrastructure projects that should commence in the nearest future.

On 22 February 2021, the representatives of the Ministry of Infrastructure of Ukraine announced a launch of a high-speed (around 250 km per hour) railway project, as well as the procurement of 100 new wagons and the electrification of the Siversk-Lysychansk railway. It is expected that the high-speed railway project will be implemented through a public-private partnership scheme. At the first stage, the high-speed railway project contemplates the construction of a railway from the Polish border to Lviv with potential extension to Kyiv. Within the next three years, the following routes should also be constructed Kyiv-Kharkiv, Kyiv-Odesa, Kyiv-Dnipro-Zaporizhzhia. According to the Ukrainian Railways (Ukrzaliznytsya) CEO, investors from Turkey, China and South Korea have already expressed their interest in the implementation of this project. Also, according to the Minister of Infrastructure, the Government intends to renew certain locks on the Dnipro River; the project is to be financed by EIB.

On the same day, Kyrylo Tymoshenko, the deputy of Presidential Office's Head, announced the anticipated indices of the President's program "Big Construction". According to Mr Tymoshenko, it is planned to construct or repair 6,500 kilometres of motorways and 245 artificial road structures. In the aviation area, there is an intention to construct 16 regional airports by 2025. With regard to social infrastructure, the plan is to construct or repair 95 schools, 70 kindergartens, 80 stadiums, 29 pools and 177 hospitals in 2021. Mr Tymoshenko also announced the launch of the "Big Restoration" program which is aimed at the renovation of 150 historical and cultural objects until 2024.

On 23 February 2021, Mr Kubrakov, the head of the Ukrainian Automobile Road Agency (Ukravtodor) presented the agency's plans for 2021: around 4,500 kilometres of roads should be repaired. The following projects were selected as the key ones for 2021: completion of road H-31 Dnipro-Tsarychanka-Kobelyaky-Reshytylivka; extension of Zaporizhzhia highway construction; construction of the bridge in Kremenchuk; implementation of M-30 Stryi-Izvaryne road; implementation of Kyiv-Chisinau road project, and construction Kyiv Ring Road.
