UKRAINE TO RE-INTRODUCE VEHICLE INSPECTIONS

The Ukrainian Government is to return to mandatory vehicle inspection, which was previously abolished in 2012 due to the alleged corruption component. The project is executed to fulfill Ukraine’s obligations under the EU-Ukraine Association agreement, as well as prevent growing emergency situations on roads.

The relevant draft law is currently aviating parliamentary hearings and is highly expected to be adopted, yet with some amendments.

Among other things, the bill specifies that such vehicle inspection should be carried out by accredited service stations. In order to gain such accreditation, the service station must have at least one specially trained professional in quality control department, as well as have in their possession all the necessary equipment.

It is also required that special computer equipment be available to such service station to enable transfers of the results of technical inspections to the state register of vehicles on a daily basis.

The draft law also provides that the service station will be responsible for the condition of the car which it examined, in case of an accident or similar events.

Mandatory technical control of the vehicle provides for inspection of the elements that are directly related to road safety and environmental protection. If certain deficiencies are identified in the course of the inspection, an additional inspection is scheduled after their elimination.

Upon successful passage of technical inspection, the certificate is issued, which is a mandatory document evidencing the satisfying technical condition of the vehicle.

 Apart from regular inspections, and regardless of the date of the latest inspection, irregular vehicle inspection should also be carried out:

  • when a vehicle is moved outside the territory of Ukraine;
  • when registering or re-registering a vehicle;
  • when re-equipping a vehicle;
  • when changing the owner of a vehicle;
  • when a used vehicle is imported into Ukraine.
